Page Break Discrepancy

On one Excel 2007 Workbook, one spreadsheet allows 78 rows per pagebreak, the second spreadsheet only allows 76 rows per page break, both are set to row height 10 with margins of .25, header and footer set to 0. I would like to have 78 rows. Please advise why this is happening and any possible solutions. Thank you.
