Comparing two groups of numbers

I am sure this is pretty simple but I can't seem to figure it out. I have two groups of numbers that I need to compare. One side of the list has about 8000 groups and the other side has about 640. They appear pretty much as follows

02 05 07 11 12 14 17 21 other side 02 06 08 11 14 18 22 24

The object is to match the numbers on the left to the numbers on the right as groups. The match has to be 100% or nothing.

There is an equal number of digits on each side but they are in individual cells in the spreadsheet. If we can find a way to do this without the numbers being sorted it would be better. However, I can sort if it is needed.

Any assistance will be much appreciated.
