    Try this workbook

    I have simplified the conditions that dictate the colour formats and have used formulae to define them.
    Typically
    =AND($F18>=0.95,ISNUMBER($F18),$F18<>"")
    And applied this to both sheets

    There seems to be inconsistancies in your formulae in Sheet "figures" Column F , maybe
    I don't fully understand them.
