Count cells based on the sum of cells and cells other meeting additional criteria

I have serched the forums and could only find partial anwswers to my question.

I want to count the umber of cells that meet several criteria:

The following formula is in a cell the counts the number of occurences based on the current tab and another tab.

=SUM(('2010 June Ascend'!A3:A281=A5)*(('2010 June Ascend'!G3:G281)+('2010 June Ascend'!J3:J281)>=15))

I have a VLOOKUP - so the first section of the formula simply identifies which company to look at from a large amount of data on a second tab. The second section adds two columns on the second tab and if they >=15, then count the number of times that occurence happens.

I would like to narrow that number using another column on that second tab. The column has years (no month or day) 1959 - 2010. How can I narrow the above count even further by counting the occurences that meet the criteria in my formula above AND only for the years e.g. 1959-1974?
