Excel 2007 : Bar Chart with fixed line

This may be a simple query but I don't know how to do it..

I'm plotting material prices (Y) each month (X) in a bar chart. However we do have a budget price and I wanted to plot a bold horizontal line from (Y). Not sure how to add this line?

There are many ways to draw a datum line on a chart.
