How to make the empty cell become yellow? (SOLVED)

Hi,

I have attached a sample here. If the profit is less than target, the target cell for that month will turn red and text turn yellow. After Apr, all of them are blank but my target becomes red due to the conditional format I put in the target column. How do I make these empty cell become yellow??
