Excel 2000 automatically multiplies some numbers I enter by 1000

If I enter an integer other than 0 in a cell, when I click on another cell the number in the first cell is multiplied by 1000.

However, if I enter a non-integer or zero in the cell, when I click on another cell the number I entered in the first cell remains unchanged.

What do I need to do to make integers retain their original value?

I'm not sure exactly where it is on the Excel Options of 2000, I think Tools>Options>Calculations.
Somewhere it says "Automatically insert a decimal place at ___ places" It should not be checked. Is that checked off (and probably showing -2 or -3?
