I'm not sure exactly where it is on the Excel Options of 2000, I think Tools>Options>Calculations.
Somewhere it says "Automatically insert a decimal place at ___ places" It should not be checked. Is that checked off (and probably showing -2 or -3?

substitute commas with semi-colons if your region settings requires
