Sum by Quarter based on date

I have a spreadsheet im working on and need some assistance to sum up a qtr based on a specified date that is entered.

I have a spreadsheet attached with the following columns :

Current week - QTD Actual - QTD Budget - Variance - % of Budget

Current week is easy I can do a simple lookup for that but I need assistance with the QTD Actual and the QTD Budget. Based on the date above I need these cell to populate with the correct date. For instance if 4/9 is entered I only need the data for 4/2 and 4/9 and so on until the 3rd Qtr.

Any assistance would be greatly appreciated.
