Data Validation and subsequent calculation

I am trying to construct a pricing matrix for print. I have attached a table to illustrate.

Ideally a user would select through the three drop down boxes the parameters for their search and it would return the appropriate price from the table above. Colums in grey can be ignored as they refer to run on amounts. So for example a user would select 2pp, 2/2 and a quantity of 10,000 and it would return the value in K13. Ideally I would also like to restrict the data validation so that if a user selects 1pp the they can only select values in B9 - B11 cells and then any quantity. I have tried various IF statements to no avail and now turn the the collective for help
