Calculation Discounted Amount base on Discount Rate

I got one excel file, I wish to do some calculation base on some condition. However, I tried quite a number of formula but can not get it done. Please refer to the attachment, I already mention all the things clearly in the file, Thanks a lot

maybe in H13

=IF(F13>0,(B13-(B13*D13%))-((B13-(B13*D13%))*F13%),B13-(B13*D13%))
