Macro looking at entire workbook, returning results

Take a look at the attached. I have employees go through the checklists...then click to the summary tab which will return all "No" responses. The only problem is it will not return "No" respones where there is a forumula. For example: look at tab "5.0 Management Review"...cell 3C...I have a formula there to return a yes or no response. This will not appear in my summary tab...any help will be appreciated.
