Transferring filtered data from one table to another

The objective and examples are provided. I finally took the time to layout the desired outcome and I can see this could be above my knowledge level, even though I'll be plowing into it in the next two weeks. In any case, I could use anything from some insights to a solution to transfer to the final project.
