Reformatting to get rid of "pick from drop down"

Have been trying to reformat to make the latitude and longitude of this excel able to be saved as numbers, without the option of a dropdown so that I can input this into my ESRI GIS program as x-y coordinates. No matter what we do, we cannot get it to work. The excel was sent by someone else who copied directly from their website. Any help is greatly appreciated!! Thank you!

You can elimunate these gaps by Find and Replace Option
Just press <Ctrl> + <H>, On Find What hold ALT and type 0160 using the numeric keypad
if using a laptop ALT + FN + 0160 (entering the 0160 via the numeric keypad area of the keyboard)

    Then Press Replave All button
