It's because the 3's coincide with the 2 and the 6 in the same rows.
Row\Col A B C D 1 3 2 8 2 4 5 3 3 6 4 6 7 5 4 9 6

What result you were expecting? Perhaps you're using the wrong formula?
Your formula is currently asking excel to add together any numbers from Column B when there is a number 3 in Column A. And that is what it is doing. You have two number 3's in Column A with a 2 and a 6 in Column B - hence the number 8 as your answer.
We just need to know what exactly you are trying to work out with your formula?

Even if you have 3s in column B, they are going to be ignored. FlameRetired's post shows very well what is happening with your formula.
Take the example and plug some 3s into column B and you will see that the answer will not change unless you plug a 3 in column B beside a 3 in column A.
