Pagebreak in every cell

Have user in Financial dept has large sheet that has pagebreaks in every cell.
When you go to page break preview in Excel 2007 he has the blue dash lines around every cell.
I believe it is a registry entry because in Excel Options under Advance, Display options for this worksheet. the Show page breaks check box is grayed out.
Anyone know the fix for this issue?

I would simply copy everything on the worksheet. Paste on in a new file. Save as a new worksheet. Repaginate as desired.

Did you ever get an answer for this, appears to be a error with a spreadsheet. Mine was fine, stepped away from my desk, and when I returned, found it screwed up! Any clues?

save the workbook, close it completely. Re-open a new excel workbook as a new application, and open the workbook you just saved, and try the pagebreak again.
