If your two drop-downs are in F5 and G5, you could use the formula:

=TIMEVALUE(F5&":"&G5)

Format the cell with the formula as Time, of course. Also, your drop-downs should have 0-23 and 0-59, since you would normally not use 24 for the hour or 60 for the minute.
