summing numbers within certain dates

Hello,

I am trying to get a database to add up some numbers in one column if the date in another column is between 2 parameters (in this case specific quarters that are detailed in cells elsewhere). I have attached an example database that I think should make sense....

I think it might be some kind of SUMPRODUCT formula but unsure......
