Security Warning For Macro

I am working in Vista/office 2007 and under excel option setting under Trust Center checked on
1. Disable all Macros with Notifications
2. For Active X controls: disable with notification.

When I open my files for some reason the Security Warning messages regarding the disabling of Macros flashes and disappears. So there is no way for me to enable the macros in my sheet.

Does anyone know a fix to this?
