graphic element showing %age water tank is full

Have in cell A1 a %age value between 0% and 100%

I want excel to produce for me a graphic for A1 like (more or less) the attached (tank-liquid-level.jpg [1.4 KB]). The 0% should show as empty, and 100% should show as blue to the top, w/ all %ages in between showing the correct visual percentage full between 0 and 100.

Can someone provide me w/ a dynamic graphic object? I dont want any VBA involved.
