Excel 2007 : Insert Row to a Protected Sheet

I have a form attached that I have protected and the user can only input in the green areas. I would however like to allow them to insert a row, if need be.
I have used the "Insert row" option but it it not allowing me to insert a row when the protection is on.
If I create a new document I am able to.
Please help.
