Populating Cell Values

I dont want a cell to show a value until another cell is filled, the cell that i fill in manually will affect what the outcome is of the cell that i want populated - but i do not want this cell filled until the other is.

eg So you can see that the cells on the right is showing a wrong value at the 4th row down because the cell on the left has not been filled, so what i want is for the cell on the right not to be filled ayt all until the cell on the left is filled

So by "not filled" what you actually mean is "not zero" ?
(the two being quite different)

It would probably be a lot easier if you posted a file to illustrate - as is things are a little vague.
