Condition Format

Here is what I want to accomplish, I would like to have a condition format on the activity field, I want it to be highlighted if the activity is below 4 and second condition is highlight with different color on the RU where the number is higher number.
I don't know how can I accomplish this and need your expertise! Thank you very much in advance.
