Inserting an extra column width bar

Hi plz help, the Ruler across the top that allows you to adjust the column widths (A B C D etc). Is it possible to insert another Ruler, further down the same page, to allow you to adjust the column width differently. if so how. On Excel 2007

No. Not in any version of Excel - all column widths must be the same all the way down the page. You could probably part simulate this using merged cells (Format > Cells, Alignment), but in my experience this feature causes much heartache and is best avoided.
