Allocating Data Evenly Throught the Column

Hi,

I have two sheets - Sheet1 and Sheet2

Sheet one contains standard data

Phase
Associates
1 2 abc
2 3 ghi
3 1 pqr

associate abc is working on phase 1 and 2
associate ghi is working on phase 2 and 3
associate pqr is working on phase 3 and 1.

I have a raw data on sheet2

I want to allocate the associate to phase from the standard data on sheet 1. e.g., There are 5, phase 1 request types for raw data. There are two associates (abc and pqr) allocated to work on phase 1.

What i want is associates abc and pqr to be allocated evenly throught phase 1. The same will happen for phase 2 (abc and ghi).
