Formula to work out additional charges

Hoping someone out there can help with the attached.

Formula for cell B18.

The budgetary additional charge (B18) is dependent upon the number of additonal changes (B3).

The more changes that are made the higher the charge ....... see column C for splits.

Minimum charge is to be 3,000 and the maximum 30,000

Any help is much appreciated.
