    select all the data containing monthly sales (B4:S#), assuming you are highlighting the first cell (B4), conditional format using formula =IF(B4<$T4,1,0).

    What do I select from the drop down menu in Conditional Formatting, or is there another way to do CF?

    I'm going to Format -> Conditional Formatting...
