I am trying to reference a cell formatted as "date" for the type in a CONCATENATE function, and it's returning the DATEVALUE for that referenced cell (ie: 39993 instead of 6/29/09 is showing). How do I reverse the datevalue function?

Use the TEXT function to display per your requirements... in simple terms:
A1: 6/29/09
B1: ="Date is "&TEXT(A1,"m/d/yy")

If I understand you, perhaps like so:
