Conditional Formatting with Not work

Hi there,

I have set up conditional formatting in the attached document so when a cell has a certain response, it determines what goes into other cells. That is:

If No is selected in F16, then a No response is automatically put into cells F17, F18, etc and all cells highlight red.

The red highlight works fine - but the automatic response of No is not working under conditional formatting. Im at my wits end as to why its not working!!!
