Autofill down is not working???

I just received a new PC at work with Excel 2003 SP3 installed. It seems like several functions are not the same as the version of Excel 2003 I had on my old PC. For instance, with data in column "A", I could normally enter a formula at the top of column "B" and simply double click on the fill handle to fill the formula down to match the data in column "A". Currently, it doesn't work. In addition, I do not get an options menu when I right click on a cell. Please help!

I use these functions all the time and will be frustrated if they are not available on my new PC. Thanks!
