Need help don't know if i should use condiontional formatting or macros?

Just make these changes in condition 1 & 2

'=IF($D4="first Pay Period",TRUE,FALSE)
'=IF($D4="First Pay Period",TRUE,FALSE)

Select cells B4:C26 and apply above conditional formatting .....
