Excel 2007 : Can't change cell color

Using the cell color fill option nets zero results, the cell stays white. The only way I can change text color is to select the cell, highlight the text in the formula bar change it. What is stopping this from happening?

Wiped hard drive and re-installed everything. Now it works fine. Soounds drastic but it wasn't my decision.
