Counter number output

Please see attached

I have a time series with month beginning and end date and accompanying counter - Rows 1-3.

The range Choice is a dropdown list which the user can edit.

Based on this user date I want to return the counter output. eg for first date, 01 May 05, the counter return value would be 1.

Any help would be greatly appreciated.
