Conditional Format Conflict (I think)

I've set up a list table using format hh:mm, ranging from 00:00 to 00:10

And set up conditional format, ie "less than or equal to" =a1, format red, Say a1 is 00:05 and works fine. Highlights all cells equal or less than 00:05.

But when I add a second condition, greater than or equal to same cell, it does not work. I'm guessing it's a conflict it does not like.

Not sure if there is an actual calculation that would work better within conditional format rather than the built in options ?.
