Anybody knows how do i make a Data Validation (List) that excludes blank cells??

im sorry, im jsut new here. basically my data are names of employees, and there are cells on that row that contains numerical values, and i want to exclude those values, and by the way, i dont think the "ignore blank" doesnt work.

Ive tried to uncheck it but the list still has blanks on it..
