Excel Project Trouble (NEED HELP)

Hello ,
i needed some help in excel formulas and i thought perhaps somebody can help me .

im in his class and we have a project i wanted to know where to put the formula he is asking for and ive tried so hard but cant figure it out i'll add the excel spreadsheet as an attachment and i think you can help me do it ..

oh yeah and im having trouble in 15 and 16 if you see the points and goal difference ..
