I cannot find the [Browse] button to attach a post?

I am trying to attach an Excel file to a post.
I found the following in FAQ:

"To attach a file to a new post, simply click the [Browse] button at the bottom of the post composition page, and locate the file that you want to attach from your local hard drive"

But I cannot find the [Browse] button. Please tell me where it is.

I should have said "to attach a file" not "to attach a post" in the header
