Converting excel spreadsheet

Ok, this may be a little OT, but, I have a spreadsheet that I use to calculate the type of a cable, I would like to convert it to a java or c++ application that I could use on my desktop, I am not a programmer, I can handle HTML and PHP, a little JAVA, but not enough to do this without some assistance, can anyone give me some pointers?

I think you'll have better luck in a Java or C++ forum.
