    Formatting cell B1 on the condition A1 is text

    As my username implies I do not know very much Excel so any help would be appreciated!

    What I am trying to accomplish is this...

    If $P22 is blank and $T22 contains text (non specific) $T22:$U22 color=green
    If $P22 is blank and $T22 is blank $T22:$U22 color=red


    I am attaching the worksheet that I hope to apply this to.
    I am stumped !!
