Plotting date and against time as an XY scatter

Is the above possible? The resultant graph comes with very poor scaling that doesn't seem to be adjustable.

I need to plot 90 instances where X is the time in 24-hour format and Y is the day in March it happened.

Then I would like to colour code that instance to either Red, yellow or green.

Is this possible?
