The requirements are very vague so I chose Numbers for the traffic lights Green is Greater than or equal to 60, Yellow is greater or equal to 40.

This is fix value and I know about this, but I required from cell value of actual to plan comparison.

Pls advise if you can alternate method.
In your example, enter beside each cell what you would expect to see and why. Right now, what you have set up are absolute references to D3 and that obviously isn't giving you what you want.
in Formula only accept = $D$3
To apply each row condition format separate is time consuming.
I think you do not get solution, but thanks for trying.
Without clarification of your problem showing exactly what you expect, there is little chance of finding a solution. Unfortunately, your example doesn't show what you expect and why you expect it.
