    Semi-Random Name Placement

I have 2 lists of names. 1 list is agent names and the other is evaluator names. On the lower portion of my attached example I have listed the agents and to the right they have been assigned a number. I need a formula that does the following:

The agents need evaluated X times a month. The X in the number in the needed column. There are 2 groups, Local, and Remote that do the evaluations. I have assigned a number to the weekly local and remotes groups. This number represents how many times the specific group will do an evaluation.

The formula should place a name from the appropriate group into the corresponding column X number of times. The number of times should equal the weekly total, and then the needed total. The place of names should be as random as possible. Any thoughts.

... a sample spreadsheet would sure go a long way to help understand what you're trying to do.
