Your boss need to instal an Excel 2007 viewer. There are many places on the web where these may be found, one such is:

You might also consider the Microsoft Office Compatibility pack, which allows 2007 documents to be opened in Office 2003, and 2003 documents to be saved in 2007 format. This allows the two generations (of software) to exchange documents.

From Excel 2007, you can also save in 2003 format. You lose some features, but considering it will be a long time before most users have 2007 or later, it's probably a better solution.
