Pivot table multiple rows/data

Hello all and thanks in advance. I’m trying to build a pivot table from a file that will have one column that comes across as a flat file (column C in attachment) with all other data never repeating. Its best to look at the file attached. Cells A1 to I13 is the data. I want to ultimately build a pivot table report that looks like A16 to J30. The problem is if you look at the pivot attached once I drag the data over into the row my thinking falls short.
