I have attached a tile with Random Times in Column E. However, each time I change something in Column G the random time changes. How can I get it to stay the same. I don't want it to change in E4 if I change G8.

You could switch to manual calculation mode as a simple workaround.
Excel's default is automatic.
That works. However, will that mean all the workbooks will not auto Cal. or just this one?

Another way is to make a separate column of random numbers and to adapt your formula to point to these. If you then select the random number column, copy and without changing the selection paste special - values, you can fix the random numbers and therefore fix the results of your other formulae.
