Different height column in same spreadsheet

I am trying have two columns of different heights in the same spreadsheet. I need to have the cells of the first column be twice as tall as the cells of the second column. How can I do this?

You would have to merge pairs of cells in the first column. You can't have cells of different heights in the same row.
