This formula counts the instances of paired 1's

How do you count if the first variable OR second variable OR both are 0(ZERO)?
example:
1 0
0 1
0 0
1 1
1 1
2 2
The result would be:
[2:2] = 1
[1:1] = 2
[0] = 3
