Sending emails via outlook when a value in excel 2007 is changed

Hello Friends,

Please help me on this.
I pay my clients in advance for items which they will supply in future and for this I have prepared an excel sheet to keep track on these payments and to ensure that the items are received by the end users in my organization.
In the excel sheet I have the following columns:
1- Vendor name
2- Payment Date
3- Payment Number
4- Amount
5- Today’s Date
6- Days Elapsed
7- Requested by ( End user)
8- Email address of the end user
My question, Is it possible to make excel automatically sending a notification to the end users specified email ID when the days elapsed is exceeding 30 days along with details of the payment I have already made?

I would like to see the message as following:

Dear (Name of the end user),

Please confirm receiving of the items from the bellow mentioned suppliers

Vendor Name Payment Date Payment No Amount Today’s Date Days Elapsed
BBBB 7-Aug-08 9001 500.00 8-Sep-08 32
