Source Data for List

I have a column which always contains one of 12 entries. I would like to turn this column into a pick list column which provides the 12 entries to choose from. I would like to use the cells in this column which have already been completed as the source of the pick list. But how can I use the already existing column without having the same options listed multiple times. Currently I:
1. Selected the Column
2. Date.Validation menu.
3. Validation Criteria: Allow: List
4. Validation Criteria: Data: Select same Colum currently contained entries.

Outcome: The cells now do have a pick list, but the list provides each entries multiple times.

How do I get the list to only list each entry once, not repeat?

Unfortunately I am not able to download the linked file from this PC due to heightened security measures.

The function I am looking for actually already exists on any spreadsheet. You can see an example by right-clicking in any cell in the column containing your data and select “Pick From Drop Down List.” There you will see one of each entry found in any of the cells above your currently selected cell. I’m looking for this same functionality, but I would like the dropdown arrow menu pops up automatically when hovering over the cell just like the validation list performs, and each entry is only listed once.
