Sumif formula error - adding two column values together

Here's a strange one. A sumif formula is adding the values of 2 columns in a data base together instead of the one specific column. For example...my column to be "sumifed" is E and that is specifically in my formula. The answer given is a total of column E and F.

I've had this happen in the past without solving. A bug?
